Adding dependencies does not work as expected

When adding Framework assemblies to a package, the following sequence must be followed:
  1. Type in or select the Assembly name
  2. Type in the short name for the Supported framework
  3. Click add
3a. When add is clicked, the short name for the supported framework is resolved to the full name and the assembly name is removed. At this point, you must go back and retype the assembly name and click add once again
If, instead of typing the short name for the supported famework, you instead enter the full name, an error is encountered: "Value '.NETFramework,Version=v4.5' cannot be converted"

Additionally, if you attempt to enter the short name with no assembly name, there is no way to make the short name resolve to the full name.

I would think that either the full name could be entered or the assembly name would not be removed or both. The way it stands makes it quite awkward to use.
